1. Scientific and s cientific - applied investigations – achievements for 2008
During the passed 2008 in the Bulgarian Ship Hydrodynamics Centre – BAS , Varna , scientific and scientific-applied tasks are performed connected with developing the capacity of the Centre as well as with the applied activities of Bulgarian and foreign companies and institutions , as a result of which the following more important results have been achieved :
1.1. Scientific investigations
On the basis of detailed analysis of the modern turbulence theories and of the methods for its investigation and numerical modeling , a methodical handbook/manual is prepared for modeling of the turbulent processes when solving engineering tasks ;
A method is developed for performing uncertainty analysis of the results from the carried out free running model maneuvering tests of ships in accordance with the recommendations of the International Towing Tank Conference ( ITTC) ;
A theoretical and experimental procedure has been developed for assessment of the weather criterion during the investigation of the operational ship stability with application towards providing the safety of ship navigation ;
Updated procedures have been developed for ship model investigations , floating structures and ship propulsors in accordance with the recommendations of ITTC ;
Methodology has been developed for determination of the forces in the anchor links of deep water positioning systems using the results from hydrodynamic truncated model investigations with application to the design of drilling platforms for oil and gas extraction ;
With the assistance of the specialized software suite MIKE 21 numerical simulation of the navigation conditions is done in the region of the ferry complex nearby the town of Nikopol with application to the organization and the safety of the river navigation and the operation of the engineering facilities ;
With the assistance of the specialized software suite MIKE FLOOD numerical model is developed of the river current and the scenario for floods in the region of the island of Batin ( river Danube ), with application to the development of preventive measures for the fight with the elemental perils and accidents;
Within the frames of the international cooperative program SIMMAN of the International Towing Tank Conference ( ITTC) experimental data are obtained for the maneuvering qualities of a container ship at shallow water and the precision of the corresponding BSHC methods and procedures is estimated ;
An overall concept has been developed for the construction and the development of the scientific research and applied aerodynamic laboratory for up - to - date research and training in the field of the natural sciences, a data acquisition and processing complex is built as well as up-to-date training centre within the laboratory .

Methodology for experimental assessment of the weather criterion for exploitation ship stability in real conditions
Methodology for deep water passive anchoring systems analysis by truncated models
Updated procedures for performing resistance/propulsion model tests and open water propulsors tests
Method for uncertainty analysis of the results from model manoeuvring tests in accordance with the ITTC-recommendations
1.2. Scientific-applied investigations under contracts
According to the Naval international cooperative opportunities program ( NICOP), financed by the Office of Naval Research (ONR) of USA model investigations are performed of the catamaran manoeuvrability at deep and shallow water;
From the carried model aerodynamic investigations of radar antenna ( 9 feet ) , product of “Cherno More” Ltd – Varna , data are obtained for the operation of the antenna in real conditions and the reliability of the structure is evaluated ;
Hydrodynamic model investigations are carried out of the sailing ship „ Varna ” for „ MTG - Dolphin ” Ltd , Varna , which contributed for the optimization of the project and for increase of its operational efficiency ;

1.3. Distribution of the incomes from the realized during 2008 scientific-applied investigations under contracts

On the above figure the incomes distribution is illustrated in accordance with their nationality.
The effectiveness of the Institute' basic activity – performing of scientific and applied investigations in the frames of 2008 could be evaluated through determination of the relationship between the incomes from the sale of scientific products and the done in the same period expenses. The result shows that 50,1 % of the realized expenses are recovered by the sale of the scientific product, created by the Institute.
2. Recent Events
2.1. On the 18.09.2008 a Framework Agreement was signed between the Bulgarian Ship Hydrodynamics Centre (BSHC) – BAS , Varna , the Vaptsarov Naval Academy – Varna and the Institute of Oceanology (IO) - BAS , Varna for establishment of Regional Centre of Marine Sciences and Technologies .
The establishment of the Centre is under the patronage of the President of the Bulgarian Academy of Science and the District Governor of District of Varna .
The main objective of the Centre is to perform scientific research , training and development of projects in the field of marine ecology , ocean engineering , naval sciences , means, armaments and equipment for the security and defense , shipbuilding , shipping and marine education . Within the frames of the Centre technology transfer should be realized of innovation products as well as exchange of scientific and technical information for the increase of the competitiveness of marine industry in the region and for fulfillment of the Lisbon Strategy for integration of the science and education and for the development of the regional structures . The purpose is that the developed projects will be both with own and external financing including under NATO and the European Union .
One of the first steps is the already undertaken by development of education curricula of the new disciplines “Oceanology and engineering ecology” and “Design, research and operation of platforms and underwater facilities” for training of Bachelors and Masters in the Naval Academy, Varna in the specialty “Ocean Engineering”. In the process of this training it is foreseen to attract not only habilitated scientists from BSHC-BAS and IO-BAS but lecturers from eminent institutions, companies and higher schools in USA, Portugal, Spain, France, Denmark, including Bulgarian scientists and specialists, working abroad .
Information about the new-established Centre for marine sciences and technologies will be published in the newsletter, edited by the International Maritime Association of the Mediterranean (IMAM) .
2.2. On the 13.11.2008 the Bulgarian Ship Hydrodynamics Centre in Varna was visited by Delegation of the People's Government of the Province Zhe-Jian, t he People's Republic of China , lead by Mr. Zhao Hong zhu , Secretary of the Committee of the Chinese Communist Party and Director of the Permanent Committee of the National People's Congress .
The Delegation was accompanied by the Ambassador Extraordinary and Plenipotentiary of t he People's Republic of China in Republic of Bulgaria – HE Mr Zhan Vanxue .
The members of the delegation were thoroughly acquainted with the activity and the scope of the main experimental facilities of the Centre as well as with its wide international R&D cooperation including with Research Institutes from the Province .
The Head of the Delegation was awarded the Honorary symbol of BSHC , accompanied with Diploma as well as advertising materials for BSHC to be distributed in China .
In the Zhe-Jian Province 12 shipyards are working intensively, due to which the Centre may rely on the assignment of applied R&D tasks from the Chinese side .
HE Mr Zhan Vanxue is addressed with kind invitation for assistance in the further enlargement of the cooperation between the two countries in the field of activity of BSHC .
2.3. As of the end of 2008 the necessary documents were prepared for the accreditation for training of PhD students in BSHC-BAS in the scientific specialty 02.15.17 “ Sea Costal and River Hydraulics ” and presented in the CD – BAS and the National Agency for Assessment and Accreditation ( NAAA ). The need for training of young specialists and scientists in this field is the result of the activated in the last years national policy for providing of potential for carrying out of researches of sea coastal and river hydrotechnical facilities for the purposes of the regional p roject s for the development of the Bulgarian Black Sea coast and for protection of the coastal zone and the river valley of the Danube river as well as for preventive actions during extreme phenomena and situations along the coastal line and in the national river system .
3. Projects, contracts, developments, opportunities for jobs
The annual R & D program of BSHC – BAS , Va rna includes mainly tasks, financed by the budget which provide the support and the development of the methodological and technological base of BSHC and the scientific resources at a competitive level for the realization of the specialized researches of its subject of activity .
Besides the budget tasks at present BSHC performs the following projects with additional financing under national and international scientific programs and international cooperation :
Project BUL /017/07 “ Development of inland vessels and short-sea-shipping simulation facility for Danube river and Black Sea navigation ”, implemented jointly with the Flanders Institute for Hydraulic research ( FHR ), Antwerp, Belgium under the Cooperative Programme for Flemish and Central and East Europe on the grounds of bilateral agreement between the Flemish and Bulgarian Governments ;
Project No 0014-07-1-0543 „ Maneuverability of high - speed catamaran at calm water and in waves ”, under the International Programme NICOP of the USA Office of naval research ( ONR );
Project Â081102 „ Investigation of the ship steering qualities at shallow water ” under the Cooperative Programme SIMMAN '2008 of the International Towing Tank Conference ( ITTC );
Project „ Euro - integration of Bulgaria along the navigation of the Danube river – Research and development of modern technologies for sustainable development, training and efficient river transport ”, with additional financing by the National Science Fund with the Ministry of Education and Science under the National Programme „ The Bulgarian Society – part of Europe ”, including 3 sub project s :
- „ Numerical modeling of sediment transport in lower Danube river ” ;
- „ Virtual training on European standards on ship navigation in the European inland water ways ” ;
- „ Development of pilot trans - European line ( Rhine - Main -Danube) for transportation of containers between the Wallonia region and the Black Sea ( ports of Varna and Rousse )” .
Project „ Creation and development of scientific and applied aerodynamic laboratory in the field of the natural sciences ”, jointly performed according to Contract with the National Science Fund with the Ministry of Education and Science from the tender „ Establishment and development of scientific infrastructure in the field of natural sciences for joint utilization by a consortium of minimum three scientific organizations ”.
The realization of this ambitious program as well as the overall future development of BSHC - BAS is related to the necessary increase and strengthening of the human resource potential for which the policy of BSHC in near and far future foresees :
- Attracting to BSHC of young specialists and researchers for training and work in the field of the subject of activity of BSHC by carrying of students training courses , management and training of graduates and PhD students , carrying of post-graduate qualification courses, opening of new employment positions for young specialists capable and willing to deal with research activity and supporting their scientific carrier and development by competitions for Research Scientists, regular and extramural PhD doctorates ;
- Permanent scientific and professional development of all specialists by competitions for scientific degrees and knowledge , mobility for participation in scientific forums , project s, fellowships, training courses for improvement of the qualification .
At present BSHC has the need of specialists and opportunities for work ( after passing of preliminary training for the additional qualification ) in the following directions :
Numerical and experimental research in the field of ship theory ( ship hydrodynamics );
Computer design of models of ships, ship propulsors and floating structures, used in the model tests and research ;
Production of models of the ship propellers and parts of the ship equipment with the 5-axis milling machine with numerical control;
Technical preparation of investigations with ship models and with models of floating structures ;
Data acquisition and computer processing of data from the experimental investigations of models of ships, river and sea objects and facilities;
Numerical simulation of waves, currents and sediments in sea and river conditions ;
Hardware and software support of computer networks .
BSHC concedes all modern conditions for efficient work, training and professional development of its associates .
